Integrate Mikrotik router management for IP blocking and unblocking
Introduces `server/mikrotik.ts` to manage router connections and IP blocking/unblocking via API calls, replacing direct calls to an external ML backend. Updates `server/routes.ts` to utilize these new functions for whitelisting and unblocking IPs.
